[Concept,14/23] ext4l: Move REQ_IDLE and REQ_PREFLUSH to blk_types.h

Move the remaining block I/O request flags (REQ_IDLE, REQ_PREFLUSH)
to include/linux/blk_types.h with other request flags.
This consolidates all REQ_* flags in one location, matching Linux
kernel organisation.
